A kayaker alerted the NYPD after spotting the body of Charles Van der Horst, 67, of Chapel Hill, NC Tuesday morning, they said. It was brought to the Dyckman Street Boat Marina. The Palisades Interstate Parkway Police Marine Services Bureau assisted the NYPD Harbor Patrol Unit in the recovery.
