Rye Affordable Housing Project Nears Completion

RYE, N.Y. – One affordable housing project is nearly completed in the city of Rye, but there’s no indication when another project will begin under requirements determined in a settlement between Westchester County and the Department of Housing and Urban Development.

Construction of 22 units of affordable housing continues on Cottage Street, on the border of Rye and Port Chester. According to Christian Miller of the City Planning Department, 11 of the units are one bedroom and 11 more are two bedrooms. Lazz Development is spearheading the project.

“It is nearing the end, but it’s still under construction,” Miller said.

Fair and Affordable Housing became a project for Rye after the settlement mandated that certain municipalities must increase the number of affordable housing units by 2017.

County-level discussions are continuing, Rye City Manager Scott Pickup says. But the city already has one project that has gone through the approval process in 2009, before the FAAH settlement. “We don’t have a second identified project at the moment. That’s probably the next logical step, but when that’s going to occur, I don’t really know,” said Pickup.

“We have a lots of affordable rental-type facilities in town, but it’s always up to what meets [the county’s] criteria,” he said.

The income of those who qualify for affordable housing must be 80 percent of the median household income in Westchester, according to HUD guidelines.

In neighboring Rye Brook, a project on Ellendale Avenue also lies on the border of Port Chester, a location that the Village of Port Chester has indicated is not “in the spirit” of the affordable housing settlement. That is according to a letter sent to Rye Brook Mayor Joan Feinstein, which she discussed at a recent meeting of the Board of Trustees.
