Cuomo signed the "Under 2 MOU" — a consortium of states, cities and provinces throughout the world that are committed to cutting greenhouse gas emissions — before a standing room-only crowd, said Politico New York.
Gore, who has devoted much of his post-White House days to fighting climate change, commended Cuomo as a leader in fighting global warming, Politico New York added.
Cuomo's record on clean energy and environmental protection has won praise from environmental groups across the country, said Politico New York said.
In addition to the pact, Cuomo said he would work to convince other states to create a North American cap-and-trade program similar to the Regional Greenhouse Gas Initiative, said Politico New York.
