RYE, N.Y. Several bags containing decomposing remains of dead animals, including dogs and cats, were found on a ramp between I-95 and I-287 in Rye on Monday, state police reported Wednesday.
Around 2:15 p.m. on Monday, Thruway Authority workers were doing routine maintenance on the connecting ramp when they came across eight large plastic bags, which were emitting a foul odor, according to state police Investigator Joseph Becerra. State police were contacted and upon opening the bags, they found decomposing carcasses of dogs and cats.
It looks like they had been there for a time. They were on the other side of a cement wall barrier sitting out in the open and in the hot weather weve been having, the decomposition process accelerates, Becerra said.
Upon further searching the area, state police found additional bags that contained animal bones and skulls that Becerra said had been there well over a year. The individual or individuals had used the location on a few different occasions, in the same general area over the wall, he said.
In April, several bags containing animal carcasses were similarly found in bags near a ramp from the Hutchinson River Parkway to Westchester Avenue in Harrison. A Bronx veterinarian, Andrew Manesis, of New Canaan, Conn. was charged in relation to that case.
Beccerra said state police are looking into any possible connections to the previous incident, which occurred 3 miles away from the area.
