Officers on Dec. 2 observed Devon Ellis pacing back and fourth in a suspicious manner on 482 Tarrytown Rd., a “known drug location,” according to Greenburgh Police.
When officers approached Ellis, he began walking east bound on Tarrytown Road. After they identified themselves as police officers, Ellis ran into lanes of traffic, causing unsafe conditions for motorists during rush hour, police said.
Police chased Ellis in Tarrytown Road with traffic in both directions, police said. One officer used a taser on Ellis with no effect.
Afterward, an officer said he saw Ellis throw a white object toward a fence after passing by 469 Tarrytown Rd. and two other white objects toward the woods near the sidewalk. An officer later recovered the objects.
The objects thrown were later confirmed to be 69 glassine envelopes containing brown-powdery heroin inside individual bundles, according to police.
When officers attempted to place Ellis under arrest, he swung his arms and kicked his feet violently to avoid being handcuffed, police said.
After the struggle, Ellis was arrested and transported to Greenburg Headquarters for booking, police said.
