Port Chester Weighs Amendment That Would Double Starwood Project's Size

PORT CHESTER, N.Y. -- Port Chester is mulling over plans that would nearly double the size of a mixed-use development proposed for the site of a former hospital, according to a report by lohud.com.

Starwood Capital Group, the developer, is seeking a zoning amendment that would allow it to increase its project to 939,153 square feet from 536,659 square feet, the lohud.com report said.

Starwood is a global real estate investment firm based in Greenwich. The 15-acre site sits at the intersection of High Street and Boston Post Road.

The amendment Starwood is seeking includes a one-time “community benefits payment” of $1 million which would fund things in the village such as housing and job training, the lohud.com report said.

Village officials said there are many things to consider – including the impact on traffic and schools – before they can give the final OK to the project, the lohud.com article said.

Tom Corsillo, media spokesman for Starwood, said Thursday that a consultant hired by the village has found that the added density being sought and a PILOT (payment in lieu of taxes) are needed to make the project "feasible."

The PILOT is different than the $1 million fee, Corsillo said, which is what will be given in exchange for greater density.

According to an earlier Daily Voice report, the $300 million project will include boutique shops, restaurants, open space, and a hotel.

According to Corsillo, office space is expected to attract jobs in tech, creative, healthcare and other industries. There will be apartments designed for young professionals as well as senior citizens.

It will also include on-site parking and traffic improvements on Boston Post Road.

The Village Board is expected to schedule a public hearing on the project's final environmental impact statement and the sought-after zoning amendment at its meeting at 7 p.m. Monday, May 2.

The meeting will be held at the Port Chester Justice Court building, 350 North Main St.
