The PSAP funding is a competitive grant that will go directly to the village, according to Port Chester Clerk Janusz Richards.

The PSAP program is a partnership between the state Department of Transportation, state Department of Health and Gov. Andrew Cuomo’s Traffic Safety Committee.

The program provides a $110 million, five-year commitment to improving pedestrian safety by utilizing the Three E’s – Engineering, Enforcement, and Education.

This year, $40 million in federal Highway Safety Improvement Program funds were made available to municipalities with unfunded safety projects on county urban roads and streets.

Pot Chester's winning application -- prepared by the Department of Planning and Economic Development and village grant-writer Millennium Strategies -- seeks to implement "traffic calming and pedestrian safety measures at 10 downtown intersections, as set forth in the village’s Downtown Mobility & Parking Management Study, completed by Florida-based firm NV5.

Implementation of the projects will be coordinated by the Department of Planning, Village Manager’s office, Village Engineer and Department of Public Works.

“The Village’s aggressive grant strategy has in part been so successful due to the foundation of strategic planning,” said Port Chester Village Manager Christopher Steers,  “Awarding agencies want to know that they are funding solid, well-planned projects that also have local commitment behind them.”

The Village adopted a five-year strategic plan last summer.

The pedestrian safety grant brings the total amount of outside grants to the village to more than $5 million in the last year.

More than $1 million was awarded from the state to help reconstruct Port Chester's waterfront bulkhead. And the village has received more than $1 million in sewer rehabilitation grants.
